-Rowdy rafters pop open the issue; some locals are ready for a crackdown-

Gary and Alva Strauss wanted a tranquil retirement along the northern bank
of the Clackamas River. Instead, they got MTV "Spring Break."

On warm weekends, a rowdy flotilla of rafters drifts past their 11/2-acre
waterfront property, enjoying the five-mile float between Barton and Carver
parks. They hoot and holler -- a few have bullhorns -- and urge women to
take off their tops, chugging beer and tumbling tipsy into the water. Some
have separate inner tubes just to haul their booze.
