[White-water] TR for Lower Thomas Creek Class II+ / III-

Almost all the wood blockages are gone.  The only wood blockage is about 200
yds down from the bridge put-it.  Eddy out right for easy walk around.  Even
the big tree at S-Curve is gone.  1600 cfs is a great play boat level.  Many
waves to surf on.
